Other passengers who were also booked and confirmed for the morning's flight were told to rebook as they pushed Friday and Saturday's passengers onboard.
Air Niugini flights into Kavieng Town have been downgraded as NAC has started working on the extension of the runway and building of a new terminal.
An officer said a scheduled flight from Port Moresby to Kavieng was cancelled last week, creating the current chaos.
